    Following the agreement between the Council of Ministers of the Republic of Albania and the Government of Montenegro, "On cooperation and mutual assistance in emergencies", done in Shkodër, on 03.07.2018,

    The General Director of the National Civil Protection Agency of the Republic of Albania, Mr. Haki Çako, and the Acting Director General of the Rescue and Protection Directorate in the Ministry of Interior of Montenegro, Mr. Miodrag Bešović, agreed to sign the operational plan as follows:

    1. The National Civil Protection Agency of the Republic of Albania and the Rescue and Protection Directorate of the Ministry of Interior of Montenegro (hereinafter the Parties) will coordinate additional stages concerning the implementation of the aforementioned Agreement.

    2. The Parties define as respective points for notification and exchange of information in real-time, the respective Operations Room.

    3. The Parties shall organize joint meetings of experts, seminars, conferences, and exercises in the field of civil protection/rescue and protection at various levels, for:

    - organizing in a short period of time joint roundtables for discussion and cooperation.

    - organization of training for the exercise of the operational structures of the two countries, which are committed to the protection, rescue, and assistance.

    - exchange of experiences and best practices, through the organization of joint activities.

    4. The Parties shall plan the development and implementation of joint research projects in the field of disaster prevention, preparedness and response.

    5. A cooperation module will be established for the exchange of information in the field of international projects between the relevant structures of international cooperation and will enable joint application in cross-border and international projects.

    6. Assistance procedures will be planned, border crossing and rules for the presence of rescue teams and/or experts.

    7. Customs and Border procedures will be expedited, according to the rules of Host National Support (HNS).

    8. The Parties shall engage the respective structures, in order to fulfil the objectives mentioned above.

    As part of the BALANCE project, one day workshop was organized through which representatives of project partners were introduced to the Lessons learned from the earthquake of Durres 2019. Main topic of workshop was as follows:

    -              The Albanian Agency of Civil Protection, its objectives, roles end experiences

    -              The experience of Montenegro team in Durres earthquake

    -              Cultural Heritages and Civil Emergencies

    -              Cross Border Cooperation in South-eastern Europe

    -              Capitalization of project results
